NZQA qualification assessment: which decision needs the result?

A NZQA qualification assessment should answer a specific question in your New Zealand plan. Before paying for an International Qualification Assessment (IQA), identify who needs the result and what decision it supports. A qualification comparison, an employer's recruitment decision and professional registration are separate parts of the move.

NZQA is the New Zealand Qualifications Authority. Its assessment of an overseas qualification can be relevant to immigration or another recognition process, but the result is not a job offer or a visa. Begin with the requirement you are trying to meet, then choose the appropriate assessment rather than ordering one simply because another applicant did.

Give the NZQA qualification assessment a clear purpose

Write down the route or organisation asking about your qualification. Keep its exact wording beside the award certificate and transcript you hold. This helps distinguish a need for formal assessment from an employer simply wanting a readable account of your training.

For example, the Skilled Migrant Category (SMC) Trades and Technician pathway requires an eligible job paid at least the SMC wage threshold, a relevant qualification at level 4 or higher, 2.5 years of post-qualification experience and 1.5 years of post-qualification skilled New Zealand work. Overseas qualifications for that pathway need an NZQA IQA.

The qualification is only one part of that evidence. An assessment does not supply missing work experience or establish that a job is eligible. Our coverage of the Trades and Technician pathway provides context for keeping the employment and qualification requirements together.

Read the Skilled Migrant Category requirements when that is the decision you are researching. Do not apply one pathway's assessment requirement to every work or residence category without checking.

Choose the fee category before setting your budget

As at 16 October 2026, the listed standard IQA fee for one qualification is NZ$445 including GST. The Skill Shortage List IQA is NZ$610 and the Teaching IQA is NZ$746. Those are distinct assessment charges, rather than a menu of interchangeable results.

The listed pre-1998 qualification surcharge is NZ$275, and the appeal fee is NZ$765. Identify whether an additional charge actually applies to your case before including or excluding it. Avoid presenting the standard price as the total for every applicant.

Check NZQA's assessment fee information before payment. Keep the chosen assessment type and the relevant date in your budget notes so a quotation is not mistaken for a different service.

Separate waiting from work on a complete application

NZQA describes average IQA application wait times of ten weeks. It also states that, once an application is confirmed complete, 90 percent are completed within three weeks, or 15 business days. The starting point matters as much as the number.

The second measure does not mean that every application finishes three weeks after the first upload. It concerns applications confirmed complete and describes 90 percent, rather than every case. Avoid treating either measure as a fixed deadline for your own result.

The IQA application guidance is the appropriate place to check the current process. Before making a commitment dependent on the result, ask whether your timetable allows for missing information or a different completion date.

Use the waiting period constructively. Check the consistency of qualification names and study dates across your records, and prepare explanations of your actual responsibilities for employers. Keep copies organised so a request for clarification does not become a search through unrelated files.

Check the actual award before relying on an exemption

From 23 June 2025, qualifications from France, Germany, India, Italy, Singapore, South Korea, Sri Lanka, Sweden and Switzerland were added to the List of Qualifications Exempt from Assessment (LQEA). Entries for Australia, Japan, Malaysia, South Africa, the United Kingdom and the United States were also updated.

That summary is not the full country and institution list. It does not show that every award from a named country is exempt, or that a person qualifies because they hold that country's passport. The qualification details are what need checking against the official requirements.

Use the dated LQEA update as context, then confirm the actual exemption in Immigration New Zealand's Operational Manual or with NZQA. Do not invent an institution entry from a general country announcement.

This distinction matters for applicants everywhere. Where you studied, the award you completed and your citizenship are different facts. An exemption relating to an award should not become a general nationality concession in your plan.

Keep employer evidence useful while recognition is checked

An employer still needs to understand what you can do. Explain the relevant course content accurately, then show where you applied it in work. Preserve the original qualification name rather than renaming it as a New Zealand award before an assessment establishes the comparison.

For the Accredited Employer Work Visa (AEWV), the verified minimum skills rule is at least two years of relevant work experience, measured as full-time equivalent, or a qualification at level 4 or higher in the same field as the job. A bachelor's degree or higher can be in any field. The specific job requirements must also be considered.

A CV linking training to relevant work can make that background easier to read. It should describe the evidence honestly, without calling an assessment pending file an approved result.

Read current vacancies and compare the actual qualification language. Our education category provides one starting point where role and professional requirements deserve close attention.

Ask the registration question separately

In regulated occupations, qualification recognition does not remove the need to follow the appropriate New Zealand registration process. Identify the board or professional authority for the work you intend to perform. Confirm what it needs rather than transferring an immigration document checklist into a licensing application.

Our article on New Zealand's engineering workforce discusses the labour-market context, while technology skills and employer demand considers a different sector. Neither a shortage narrative nor a formal assessment by itself establishes your fit for an advertised position.

Build a file around the decision, not the document pile

  1. Name the visa route, board or organisation that needs qualification evidence.
  2. Record the exact award, institution and study dates.
  3. Check whether the actual qualification meets an exemption.
  4. Confirm the assessment type and applicable charges before payment.
  5. Allow for both waiting and assessment of a complete application.
  6. Keep employment and professional registration evidence in their own sections.

Common mistakes before paying for an IQA

Do not assume a listed country makes every award exempt, call three weeks the entire application timeline or treat the standard fee as universal. Avoid changing your qualification's name to sound familiar to an employer. A clear original award name and an accurately described assessment status are more useful than an unsupported equivalence claim.

Frequently asked questions

Is an IQA the same thing as permission to work?

An International Qualification Assessment concerns an overseas qualification. It does not itself grant a visa, employment or authority to perform regulated work.

How much does a standard IQA cost?

The listed current fee for one qualification is NZ$445 including GST. Other assessment types and a pre-1998 surcharge have different listed charges.

Does the three-week completion figure mean the whole process takes three weeks?

The completion measure begins once the application is confirmed complete. NZQA separately describes an average wait, so the two stages should remain distinct.

Does a country on the exemption list mean every qualification from there is exempt?

The country additions do not establish that every institution and award qualifies. Check the actual qualification against the official exemption requirements.

Will an IQA replace occupational registration?

A qualification assessment and professional registration serve different purposes. Check the relevant New Zealand board's requirements before assuming either process replaces the other.

Key takeaways

  • Identify the decision that needs the assessment.
  • Match the fee to the required assessment type.
  • Keep the waiting and complete-application stages distinct.
  • Check the actual qualification against exemption requirements.
  • Treat employment and registration as separate decisions.
