New Zealand immigration changes 2026: are you mixing current rules with future dates?
Visa guide · 2026-11-07 · 8 min read

New Zealand immigration changes in 2026 cannot all be treated as rules already available to use. As at 7 November 2026, some changes are operating, some start later this month and others are scheduled for 2027 or 2028. Match the commencement date and the affected person to the actual application.
For an international job seeker, a timeline is useful only when it prevents the wrong conclusion. A new work route may be citizenship-specific, a future extension may not yet add time to a visa, and an employment-law change may be enacted without being in force. Keep those states separate.
New Zealand immigration changes 2026: date, status and scope
Begin with three questions: what changed, when it applies and who is covered. The date of an announcement is not necessarily its commencement. A familiar visa label also does not mean that the worker, employer and family conditions all changed together.
Our article on identifying which reform belongs in a work plan gives that broader reading method. This timeline adds specific dates while preserving the distinction between a policy description and an individual outcome.
| Date | Change | Status on 7 November 2026 |
|---|---|---|
| 10 March 2025 | AEWV experience and general median-wage changes | In force |
| 3 November 2025 | Initial NOL recognition for AEWV purposes | In force within its stated scope |
| 8 December 2025 | Global Workforce Seasonal and Peak Seasonal visas open | Open under their separate conditions |
| 9 March 2026 | Immigration median-wage and further NOL settings | In force |
| 20 April 2026 | Two open-work condition types | In force |
| 1 June 2026 | AEWV English requirement extends to skill level 3 | In force with defined exceptions |
| 24 August 2026 | Additional SMC residence pathways | In force |
| 5 October 2026 | Parent Resident hybrid selection model | In place; first selection scheduled for 10 November |
| 20 October 2026 | India–New Zealand FTA enters into force | Named citizenship-specific provisions apply |
The AEWV experience change was not an end to evidence
From 10 March 2025, the work-experience requirement reduced from 3 years to 2 years, and employers no longer had the general AEWV median-wage requirement. Minimum wage and market-rate requirements still apply. Removing one benchmark did not mean that pay or relevant skills ceased to matter.
The dated AEWV changes notice should be read for the actual changes. Keep an older document's date visible instead of treating an archived description as the current framework.
From 9 March 2026, the immigration median wage is NZD $35.00 an hour, based on June 2025 data. Some immigration settings remain linked to it even though the general AEWV requirement was removed. Do not interpret the same phrase as serving an identical purpose in every route.
Occupation recognition and English changed at different times
NOL recognition for AEWV job checks and applications began on 3 November 2025 for recognised skill level 1 to 3 occupations. A further 47 occupations were added from 9 March 2026. Other purposes, including Skilled Migrant Category applications, still need the relevant ANZSCO reading.
From 1 June 2026, the AEWV English framework extends to skill level 3 work as well as levels 4 and 5. Defined exceptions and transitional arrangements matter. A classification announcement and an English change are not the same event, even when both affect the proposed job.
Use the AEWV guide to place the conditions beside the actual offer. Do not combine a favourable skill-level description from one context with a duration or exemption from another.
Open work and seasonal work still have named conditions
The Global Workforce Seasonal Visa and Peak Seasonal Visa opened on 8 December 2025 within the AEWV framework and do not require English testing. They are distinct from a general claim that all seasonal or farm work uses the same permission.
From 20 April 2026, open work visas have one of two stated condition types: any work allowed or employer work required. Examples include partner and Post-Study Work Visas in the first group, and working holiday visas in the second. Read the actual condition rather than assuming open means the same activities in every case.
If a proposed role or work arrangement changes, compare it with the conditions held. An employer's enthusiasm does not amend a visa. Keep the work, the application and any professional permission distinguishable throughout the plan.
Residence and family changes do not deliver a household outcome
From 24 August 2026, the Skilled Migrant Category added a Skilled Work Experience pathway and a Trades and Technician pathway. Bachelor's qualification points rose from 3 to 4 under the stated changes. The relevant qualifications, work and wage evidence still need to fit the chosen route.
The final SMC details supply the policy framework. Our article on evidence for the different residence routes helps organise the questions without treating every worker as the same applicant.
The Parent Resident selection model changed on 5 October 2026 to approximately 90 percent date-order selection and 10 percent ballot. Its first selection under that model is scheduled for 10 November. The model is already in place on this article's date, but the first selection is still future. Neither its schedule nor the selection proportions are personal approval odds.
The India–New Zealand FTA entered into force on 20 October 2026, creating the named India Skilled Work and India Iconic Work routes. Their citizenship-specific scope must remain explicit. The agreement does not give every international applicant the provisions described for Indian citizens.
The next changes have not started yet
| Future date | Announced or enacted measure | Planning distinction |
|---|---|---|
| 16 November 2026 | Graduate diploma PSWV extension and Short-Term Graduate Work Visa | Future on 7 November |
| 1 January 2027 | NZQA IQA fee structure changes | New fees are not current November charges |
| 2027 | Scheduled AEWV extension for completing SMC work experience | Not extra time already granted |
| 1 April 2028 | Default KiwiSaver rate reaches 4 percent | Future rate; membership eligibility remains separate |
| 6 August 2028 | Employment Leave Act replaces the Holidays Act | Current Holidays Act continues until commencement |
The graduate work extension starts after this article date. Our earlier graduate-options explanation gives the separate study context. A future opening should not be added to permission currently held.
NZQA announced its fee and portal changes on 5 November 2026. The portal closure is scheduled from 20 December 2026 to 11 January 2027, crossing the fee commencement. A planned closure deserves preparation, not a claim that the January structure already applies.
The scheduled AEWV extension of up to 12 months for completing SMC skilled work experience remains a 2027 measure. Do not put that prospective time into the expiry date on an existing grant. Identify what is confirmed and what still depends on future implementation.
Employment settings also need a status check
The default KiwiSaver employee and matching employer rate rose to 3.5 percent on 1 April 2026 and is scheduled to reach 4 percent on 1 April 2028. Temporary work, student and visitor visa holders cannot join KiwiSaver. A future contribution rate does not establish a newcomer's membership eligibility.
The Employment Leave Act has passed but does not start until 6 August 2028. The official leave-law explanation says current Holidays Act rules continue until then. Passed into law and operating now are different descriptions.
Use the timeline on a real application
- Name the actual route and intended activity.
- Record citizenship, work and study facts relevant to its scope.
- Separate announcement, commencement and individual application dates.
- Read current permission before relying on a proposed job or future extension.
- Keep the evidence and unanswered questions together.
Compare advertised roles through real duties and confirmed terms. A CV grounded in actual work history remains useful while the policy context develops. It does not turn an announced route into current eligibility.
Common mistakes when every headline sounds effective immediately
Avoid calling the future graduate opening current, treating a citizenship-specific provision as general or using 2028 employment settings now. An enacted measure can still await commencement. Read the status, date and person together before allowing a headline to determine a moving commitment.
Frequently asked questions
Does every announced New Zealand change apply immediately?
No. Announcement and commencement dates can differ, and some measures are scheduled for later years. Check the rule operating on the actual application date.
Did removing the general AEWV median-wage requirement remove all pay conditions?
No. Minimum wage and market-rate requirements remain, and other immigration settings are still linked to the immigration median wage. Keep each benchmark attached to its purpose.
Are the graduate work changes operating on 7 November?
Their stated start is 16 November 2026. They remain future on this article date and should not be added to an existing permission as though already granted.
Does a future KiwiSaver rate mean temporary workers can join?
No. Membership eligibility is a separate question. Temporary work, student and visitor visa holders cannot join merely because a contribution-rate change is scheduled.
Can the Employment Leave Act be used before August 2028?
The official guidance says current Holidays Act rules apply until the new law starts on 6 August 2028. Enactment does not permit early replacement of the current rules.

Key takeaways
- Check announcement, commencement and application dates separately.
- Keep citizenship-specific provisions scoped correctly.
- Do not count future openings or extensions as current permission.
- Read employment eligibility as well as future rates.
